Constitution
ARTICLE I, NAME:
The name of this organization shall be: the Washington Art Education Association (WAEA).
ARTICLE II, PURPOSE:
It is the purpose of the Washington Art Education Association: * to represent Art Educators and promote the study and teaching of the visual arts, * to encourage research in art education, * to promote and maintain the highest possible degree of quality instruction in art programs throughout the state, * to establish art as "basic" in the school curriculum, K-12, with instruction that is comprehensive, sequential, and taught by certified art teachers, * to cooperate with other state and national associations and government agencies to strengthen the place of art in education, * to promote the values of art in the schools to the public, school administrators, and government leaders, * to provide quality workshops, seminars, and conferences which contribute to personal and professional growth,
ARTICLE III, ORGANIZATION AND GOVERNMENT SECTION I, EXECUTIVE OFFICERS:
The Executive Officers of the Association shall be: the President and/or the primary Co-President, President and/or the primary Co-President Elect, Secretary, Treasurer, (all elected by the membership), the Immediate Past President and/or the primary Co-Past President, and the State Art Supervisor. The Immediate Past President and/or the primary Co-Past President, President and/or the primary Co-President, and President Elect and/or the primary Co-President Elect, will serve one year terms, the other officers shall serve two year terms. The Executive Officers will nominate the members of the Board of Directors from the membership at large.
SECTION II, BOARD OF DIRECTORS:
The Board of Directors shall be comprised of the Executive Officers, (9) Regional ESD Vice Presidents, Elementary Representative, Junior High/Middle Representative, Secondary Representative, Higher Education Representative, Museum Representative, Membership Chair, Conference Chair, YAM Chair(s), Scholarship Chair, Historian, Newsletter Editor and/or Co-Editors, Delegates Assembly Representative, and the Public Relations (PR) Chair/Advocacy Chair. To be eligible for membership on the Board of directors, the individual must have active membership in the National art Education Association (NAEA). Any member may petition the Executive Officers for a position of the board. Term of office is two years.
SECTION III, ADVISORY COUNCIL TO THE BOARD OF DIRECTORS:
The Advisory Council to the Board of Directors shall be comprised of representatives from special groups who support the avowed purposes of this association, who have elected officers, and 50% of their number are members of the National art Education Association. The Advisory Council shall be from groups such as elementary classroom teachers, benefactors, and parents. It is the function, or purpose of the Council to make recommendations to the Board of Directors of WAEA. The Council shall meet at least once a year, and at the first meeting, shall elect a chairperson and recording secretary.
SECTION IV, COMMITTEES:
* The Nominating Committee for Executive Officers shall have at least three members, two appointed by the President, and/or primary Co-President and one elected from the Board of Directors, and shall make its report and recommendations to the Board of Directors no later than the winter meeting. Term of office is one year.
* The Budget Committee shall be comprised of the Executive Officers and two Committee members selected by the President and/or the primary Co-President. At least 90 days after the annual Fall Meeting, this committee shall present a proposed budget that shall be considered necessary to conduct the business and purposes of the association and to meet its obligations and responsibilities for the ensuing year. The term of office is one year.
* The Publication Committee shall be comprised of the President Elect and/or the primary Co-President Elect as Chairperson plus members whom the Chairperson shall select, and Newsletter Editor and/or Co- Editors appointed by the Executive Officers. The Committee shall be responsible for the publication of newsletters, bulletins, brochures, and other printed materials that shall promote the purposes and activities of the association. The Newsletter Editor and/or Co-Editors shall receive a stipend to be determined by the Executive Board.
* The Conference Committee shall be headed by a member in good standing, appointed by the Executive Officers, who will act as a liaison officer for the Executive Officers and the organizing group. The organizing group shall provide for subcommittees as necessary to plan and prepare the program and events of the Conference with the support and guidance of the Conference Chairperson(s) and the Executive Officers. The Conference Chair will keep a notebook, determine timelines, and present a report including all moneys collected and expended to the Board of Directors no later than the January following the conference. A recommended list of subcommittees to assist the Conference Chair would include:
a. Conference Treasurer b. Banquet and Entertainment c. Registration d. Event and Workshop Scheduling
* Standing Committees may be appointed at any time by the President and/or Co-Presidents upon the approval of the Executive Officers. The personnel of these Committees and their duties may carry through several administrations, if necessary, or until the responsibilities given to the committee have been discharged. Standing Committees may include the following:
a. Touring Art Exhibits. b. In-Service Workshops. c. Improvement of Instruction. d. Research. e. Materials and Equipment Evaluation. f. Curriculum Articulation (K-12). g. Problems pertinent to community colleges, colleges, and universities.
* Ad Hoc Committees shall be appointed by the President and/or Co-Presidents, or at the request of the Board of Directors for special purposes and would function for a designated period of time. These committees may be appointed to study the feasibility of special requests, or problems.
ARTICLE IV, ELECTIONS AND APPOINTMENTS:
SECTION I, ELECTION OF OFFICERS:
The election of the Executive Officers shall take place not later than May 31 of a given year, and balloting shall be by mail, following the report of the Nominating Committee at the end of the mid-winter Board Meeting. Any active Member (NAEA AND WAEA) who seeks an Executive Office may have their name placed on the ballot by submitting a petition with the signatures of two Active Members. The Executive Officers shall be elected for terms stated in Article II, Section I, and shall be announced at the Fall State Conference.
SECTION II, APPOINTMENT OF REGIONAL VICE PRESIDENTS
Regional Vice Presidents shall be appointed from the nine Educational Service Districts (ESD) areas by the Executive Officers with recommendations from Active Members. Any Active Member may have their name submitted for consideration by the Executive Officers. All names of candidates for Regional Vice Presidents must be submitted to the Executive Officers at the mid-winter Board Meeting prior to the spring meeting of the Board. The Regional Vice Presidents thus appointed shall assume their duties immediately following their appointment. The term of office is two years.
ARTICLE V, MEETINGS:
SECTION I, MEETINGS:
There shall be four (4) regularly scheduled meetings per fiscal year, besides, the Annual Fall Conference Meeting.
SECTION II, ANNUAL MEETING OR CONFERENCE:
The membership shall convene in the Fall for the regularly scheduled annual business meeting to be held in conjunction with the state-wide conference. The President and/or the primary Co-President is responsible for hosting the Fall Conference meeting.
SECTION III, LOCATION:
The location of the State Fall Conference shall be selected two (2) years in advance of its event and shall be voted upon during the Fall conference business meeting.
ARTICLE VI, FINANCES:
SECTION I, THE FISCAL YEAR:
The fiscal and administrative year shall begin in January.
SECTION II, BUDGET:
The President and/or Co-Presidents and Executive Officers, with the Budget Committee shall present the annual budget that must be prepared at least 90 days after the Fall Conference, submitted for approval at the winter meeting.
SECTION III, MEMBERSHIP FEES:
In order for this State Association, WAEA, to meet its responsibilities as a unified association with the NAEA, an assessment of membership dues shall be necessary. The membership dues shall be as stipulated by NAEA and WAEA.
ARTICLE VII, AMENDMENTS AND CONSTITUTIONAL CHANGES:
SECTION I, CHANGES IN THE CONSTITUTION AND BY-LAWS:
The Constitution and By-Laws of WAEA may be amended at any annual business meeting of the association by a two-thirds majority vote of the accredited voting representatives present, providing that the proposed amendment has been submitted in writing and presented to the Board of Directors 60 days prior to that meeting. The Board of Directors may propose amendments which may be ratified, by mail in vote; two-thirds majority is required for passage.
SECTION II, PETITION OF MEMBERSHIP FOR A SPECIAL MEETING:
Any individual or group who wishes to petition for a meeting of the General Membership for a Constitutional change, revision, or recall of elected officers without the approval of the Board of Directors, shall do so by submitting to the Board, a Petition of Request for a Special Meeting. The Petition must be signed by at least one-third of the Active Members, immediately upon the validation of the signature by the President Elect and/or Co-Presidents Elect and within 10 days after the Petition has been presented to the Board of Directors, a notification of a Special Meeting shall be sent to all voting members stating the purpose, the place, and the date of the meeting which shall be at least 30 days, and not more than, 90 days from the time the Petition was verified.
ARTICLE VIII, DUTIES OF THE EXECUTIVE OFFICERS:
SECTION I, THE PRESIDENT and/or CO-PRESIDENTS:
The President and/or Co-Presidents shall preside at all meeting of the Executive Officers and the Board of Directors, and shall conduct affairs of the association. He/She shall preside at the Fall Conference business meeting and shall be responsible, with the Executive Officers, for preparing agendas for the Board of Directors' meetings. The President and/or Co-Presidents shall be the liaison with NAEA on matters pertaining to state business. Term of office is two years. The President and/or Co-Presidents will submit a notebook to the Board of Directors at the conclusion of his/her term with pertinent information for the incoming President and/or Co-Presidents (i.e. Minutes, Treasurer's Reports, Budget, samples of all publications, a summary of the years' activities, reports from Division Chairs, Board Chairs, Regional Representatives, etc.). One of the two Co-Presidents is to be the primary person and will be so designated prior to the term of office because the National Art Education Association (NAEA) requires that communicative contact be with only one of these two persons. The person who is designated as the primary Co-President will be responsible for those things listed in this paragraph as the duties of Co-Presidents.
SECTION II, PRESIDENT and/or Co-Presidents ELECT:
The President Elect and/or the primary Co-President Elect shall assist the President and/or the primary Co-President in sustaining the state-wide association programs. In the absence of the President the President Elect will conduct all official meetings. In the event there are Co-Presidents, the person not designated as the primary person will conduct all official meetings in the absence of the primary Co-President. All committee chairs will report to the President and/or primary Co-Presidents Elect. The President and/or primary Co-President Elect will chair the Publication Committee. Term of office is one year.
SECTION III, THE SECRETARY:
The Secretary shall perform the duties of secretary to the President and/or primary Co-President, the Executive Officers, and the Board of Directors. He/She shall record the minutes of business at all Executive and Board of Directors meetings, and shall distribute those minutes to all members of WAEA. He/She shall keep records of the association on file for easy reference and record Committee reports. Term of office is two years. The Secretary will attend board meetings, or designate a representative if unable to attend.
SECTION IV, THE TREASURER:
The Treasurer shall care for all the moneys of the association, and shall maintain a systematic accounting of expenditures and incomes. The Treasurer will have the books audited every two years. The Treasurer shall be bonded. Term of office is two years. The Treasurer will attend board meetings, or send a report, or designate a representative if unable to attend.
SECTION V, IMMEDIATE PAST PRESIDENT and/or CO-PRESIDENTS:
The Immediate Past President and/or primary Co-Past President shall assist the President and/or primary Co-President by providing advice and continuity to the association programs. A Past President and/or primary Co-Past President will serve on the Arts Education Coordinating Council. Term of office is one year.
SECTION VI, STATE ART SUPERVISOR:
The State Art Supervisor shall act as an advisor to the President and/or primary Co-President, Executive Officers, and the Board of Directors.
SECTION VII, MEMBERSHIP CHAIR:
The Membership Chairperson shall active promote state and national membership through the support of the Board of Directors and the Executive Officers, and shall be responsible for maintaining the records of members in good standing. He/She shall establish a membership table at the State Fall Conference and all other state meetings. He/She shall support the Regional vice Presidents in promoting membership within their regions and shall keep current membership lists. The Membership Chair is responsible for WAEA/NAEA awards (i.e., nominations, selection report, sending documentation to NAEA, and presentation of certificates and/or awards). Term is two years. The Membership Chair will attend board meetings, or send a report, or designate a representative if unable to attend.
SECTION VIII, CONFERENCE CHAIRPERSON(S):
The Conference Chairperson(s) shall organize and promote the Fall State Conference, and shall act as a liaison between the sponsoring group in charge of the Conference and the Executive Officers and the Board of Directors. He/She shall keep complete and accurate records (in a notebook) of all conference procedures for future use. The Conference Chair(s) shall report to the Board no later than January first of the year following the Fall Conference, reporting on all moneys, bills, and matters related to the Conference. The Conference Chair(s) will submit a budget and proposed program for approval by June of the year of the conference. Term is one year.
SECTION IX, SCHOLARSHIP CHAIRPERSON:
The Scholarship Chairperson shall chair the Scholarship Committee. The Chairperson shall appoint a committee of three members to jury all entries and will present the award at the Fall Conference. The award process will be completed by mid-April and the Public Relations Chair will send public relations notices by mid-May. Term is two years.
SECTION X, DELEGATES ASSEMBLY:
The Delegates Assembly Representative to the National Art Education Association (NAEA) shall be determined by the Executive Officers. It is recommended that the President and/or the primary Co-President be the official delegate and the Past President and/or primary Co-Past President will be the alternate delegate. A report will be given to the Board at the board meeting following the national convention. The Delegates Assembly Representative will serve at the request of the Board.
SECTION XI, YOUTH ARTS MONTH (YAM) CHAIRPERSON:
The YAM Chairperson shall be responsible for promotions and communications throughout the state for Youth Arts Month. YAM Chairperson will keep a notebook to present at the NAEA National Convention. The term of office is one year. The YAM Chair will attend board meetings, or submit a written report, or designate an alternate if unable to attend.
SECTION XII, PUBLIC RELATIONS/ADVOCACY CHAIRPERSON:
The Public Relations/Advocacy Chairperson will be responsible for providing assistance to members on press releases and promoting the goals and news of WAEA to the media in Washington State and to NAEA. The term of office is two years. The Public Relations Chair will attend board meetings, or submit a written report, or designate an alternate if unable to attend.
SECTION XIII, NEWSLETTER CHAIRPERSON(S):
The Newsletter Chairperson(s) will actively seek articles for publication in The Washington Art Educator. The Chair(s) will submit a budget for each fiscal year detailing the cost of publication, the number of newsletters to be published, estimated pages and mailing costs. The Chair will send copies to all members of WAEA, to the NAEA Pacific Region Vice President, to other state arts education and advocacy groups.
SECTION XIV, HISTORIAN:
The Historian will maintain a list of all board members for each fiscal year, submits a summary of activities and events for the President's notebook, and photograph events and activities.
ARTICLE IX) , DUTIES OF THE BOARD OF DIRECTORS:
SECTION I, BOARD OF DIRECTORS:
The Board of Directors shall be responsible for making decisions on the programs which the Association shall promote. They shall rule upon business and budget transactions, and requests brought to their attention. They shall hear reports from Standing Committees, Ad-Hoc Committees, the Executive Officers, Division Representatives, Regional Vice presidents, and other Board members. The Board of Directors shall meet at least four times during the year. They shall meet to propose the program(s) that the association will promote in the ensuing year. They shall hear committee reports and recommendations, and shall make decisions on business budget transactions and/or requests that are not within the province of the Executive Officers. Each Board member will submit a one page summary of their responsibilities and activities for each year in office for inclusion in the President's notebook.
SECTION II, REGIONAL VICE PRESIDENTS:
The Regional Vice Presidents shall be responsible for the active promotion of membership in their region with and to assist the Membership Chairperson. The Regional Vice Presidents shall represent their region at all Board of Directors meetings, being in attendance at a minimum of two of the four yearly meetings. If a Regional Vice President cannot attend all the appropriate number of Board meetings, they shall also appoint an alternative representative to attend meetings in their place. The term of office is two years. Regional Vice Presidents shall be responsible for:
* one or more articles (lesson plan, book review, art event, VIP article, etc.) to be contributed to the WAEA Newsletter. * hosting or assisting at a Regional Conference, or an area one day workshop for teachers. * Regional Vice Presidents shall also present problems and direct inquiries from the membership of their regions to the appropriate body, either the Board of Directors, or the Executive Officers for perusal, investigation, and possible means of solution or assistance.
SECTION III, DIVISIONAL REPRESENTATIVES:
Divisional Representatives shall consist of: Elementary, Junior High/Middle School, Secondary, Higher Education, Supervision and Administration, Retired, Museum and Student
SECTION IV, ELEMENTARY REPRESENTATIVE:
The Elementary Representative shall represent interested elementary teachers and elementary art specialists, public and private. He/She shall actively promote membership within the professional staffing throughout the state. The term of office is two years. The Elementary Representative shall be responsible for:
* one or more articles (lesson plan, book review, art event, VIP article, etc.) to be contributed to the WAEA Newsletter. * hosting an event at the fall conference (forum, speaker, evening function). * attending board meetings, or sending a report, or a designated representative if unable to attend.
SECTION V, JUNIOR HIGH/MIDDLE SCHOOL:
The Representative for Junior High/Middle School shall represent interested junior high/middle school art teachers, public and private. He/She shall actively promote membership within the professional staffing throughout the state. The term of office is two years. The Junior High/Middle School Representative shall be responsible for:
* one or more articles (lesson plans, book review, art event, VIP article, etc.) to be contributed to the WAEA Newsletter. * hosting an event at the fall conference (forum, speaker, evening function). * attend board meetings, or submitting a written report, or a designated representative if unable to attend.
SECTION VI, SECONDARY REPRESENTATIVE:
The Secondary Representative shall represent interested high school art teachers, public and private, within the state. He/She shall actively promote membership within the professional staffing throughout the state. The term of office is two years. The Secondary Representatives shall be responsible for:
* one or more articles (lesson plan, book review, art event, VIP article, etc.) to be contributed to the WAEA Newsletter. * hosting an event at the fall conference (forum, speaker, evening function). * attending board meetings, or sending a report, or a designated representative if unable to attend.
SECTION VII, REPRESENTATIVE FOR HIGH EDUCATION:
The Higher Education Representative shall represent interested state community colleges, colleges, and universities, public and private. He/she shall actively promote membership within the professional staffing throughout the state. The term of office is two years. The Higher Education Representatives shall be responsible for:
* one or more articles (lesson plan, book review, art event, VIP article, etc.) to be contributed to the WAEA Newsletter. * hosting an event at the fall conference (forum, speaker, evening function). * attending board meetings, or sending a report, or a designated representative if unable to attend.
SECTION VIII, SUPERVISION AND ADMINISTRATION REPRESENTATIVE:
The Supervision and Administration Representative shall represent interested curriculum directors and superintendents, public and private. He/she shall actively promote membership within the professional staffing throughout the state. The term of office is two years. The Supervision and Administrative Representatives shall be responsible for:
* one or more articles (lesson plan, book review, art event, VIP article, etc.) to be contributed to the WAEA Newsletter. * hosting an event at the fall conference (forum, speaker, evening function). * attending board meetings, or sending a report, or a designated representative if unable to attend.
SECTION IX, RETIRED TEACHERS REPRESENTATIVE:
The Representative for Retired Art Educators shall promote continuous membership of retired teachers and organize a social gathering at the Fall Conference with the assistance of the Fall Conference Chair(s), Executive Officers and the Board of Directors. He/She shall keep records of those members who are retiring, such that, these members may be recognized at the State Conference and in the WAEA Newsletter. The Retired Representative will attend board meetings, or submit a written report, or designate an alternate if unable to attend. Term is two years.
SECTION X, MUSEUM REPRESENTATIVE:
The representative for museums shall represent interested museums and museum personnel. He/She shall actively promote membership within the professional staffing throughout the state. The term of office is two years. The representative shall be responsible for:
* coordinating museum announcements to the WAEA Newsletter. * assisting in organizing sessions on museum education for the state conference. *. maintaining communication with the Museum Division Chairs on the regional and national level. * attending board meetings, or submitting a written report, or designating an alternate if unable to attend.
SECTION XI, STUDENT REPRESENTATIVE:
The Student Representative shall represent interested art education students, public and private. He/She shall actively promote membership on his/her own campus and throughout the state. The term of office is two years. The representative shall be responsible for:
* coordinating student announcements in the WAEA Newsletter. * maintaining communication with the Student Chapter Division Chair on the regional and national level. * attending board meetings, or submitting a written report, or designating an alternate if unable to attend.
